There is a relatively modern cautionary tale along the lines of the idea that if you heat water, bringing it into the boiling point, and drop a frog into it... the frog will immediately leap out, saving its own life.
But if the frog is in that water before you begin to heat it, it will never notice the change in its conditions, essentially bathing in the waters that will eventually kill it.
In much the same way, whenever and wherever laws are created and enacted as a replacement for a declining common morality, that culture, that society is on the edge of a precipice... Below which awaits a place where corrupt political power replaces wisdom, and where enforcement of these laws is called "the best way to care for all."
